The BCONE Regulatory Committee enhances connection and communication among state environmental regulatory agencies with the primary objective to promote the inter-state communication of brownfields-focused regulatory issues, concerns, and approaches to guidance. The committee supports brownfields redevelopment as a mechanism for positive societal impact. Sharing information about successful practices with stakeholders across the brownfields redevelopment community will maximize the benefits of local, State, and Federal brownfields resources.

Michael Deely
Michael Deely is the Manager of the Hazardous Discharge Site Remediation Fund (HDSRF) program and the Petroleum Underground Storage Tank Fund program at the New Jersey Economic Development Authority. Michael had previously spent 18 years at the New Jersey Department of Environmental Protection overseeing the HDSRF program and redevelopment projects in the Office of Brownfield and Community Revitalization.

David Foss
David is the Statewide Brownfields Coordinator for the Massachusetts Department of Environmental Protection. He works with a broad range of stakeholders including municipalities, developers, property owners, the US EPA, regional planning commissions, and other state agencies to facilitate and promote the assessment and cleanup of Brownfield sites throughout Massachusetts, and return the sites to productive use.

John Gross
John Gross is the Environmental Group Manager with the PADEP’s Land Recycling Program, responsible for implementing and maintaining the brownfield (Act 2) program.

Mark R. Lewis
Mark is CT’s Brownfields Coordinator at the Connecticut Department of Energy & Environmental Protection. Mark works with municipalities, developers, property owners, the US EPA, other state agencies and other partners to facilitate cleanup of Brownfield sites throughout Connecticut, and return the sites to productive use.

Alan Miller
Alan Miller is a Manager in the NJDEP Office of Brownfield and Community Revitalization. Alan works on brownfields redevelopment, environmental challenges, economic development and quality of life issues as the municipal liaison to Jersey City and Bayonne for the Community Collaborative Initiative.

Colette Santasieri, Ph.D.
Colette is the Executive Director of the Center for Community Systems at the New Jersey Institute of Technology, where she also serves as the Executive Director of the NJ Brownfields Assistance Center @ NJIT, Executive Director of the Technical Assistance for Brownfield Communities Program (NJIT TAB), co-leader of the Hub for Creative Placemaking, and affiliate of the Paul Profeta Real Estate Technology, Design and Innovation Center. Colette possesses almost 40 years of experience in creating sustainable and resilient properties, communities, regions, and infrastructure.
